What this amendment would do

SA 5232, submitted by Ms. Cantwell, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund for the Department of Transportation Office of Aviation Consumer Protection.

Specifically, it allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for legislation, motions, or reports related to aviation consumer protection compliance and enforcement activities.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
