What this amendment would do

SA 5231, submitted by Ms. Cantwell, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund for the comprehensive modernization and upgrade of the air traffic control system.

It allows the Chairman of the Senate Committee on the Budget to make the following changes for legislation related to unfunded Federal Aviation Administration capital investment projects:

  • Revise committee allocations, aggregates, and other appropriate levels.
  • Make adjustments to the pay-as-you-go ledger.

This is permitted as long as the legislation does not increase the deficit for the total of fiscal years 2026 through 2035.
