What this amendment would do
SA 5230, submitted by Ms. Warren, aims to add a deficit-neutral reserve fund to the concurrent resolution S. Con. Res. 33. The purpose is to redirect and rescind certain funds from the One Big Beautiful Bill Act to ensure children do not lose access to health care.
The amendment proposes the following changes:
-
It allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation related to children's health care.
-
It seeks to redirect and rescind funds from sections 90003 and 100052 of Public Law 119-21, specifically including funds for U.S. Customs and Border Protection, U.S. Immigration and Customs Enforcement, and the Department of Homeland Security.
-
It aims to repeal health care cuts from the One Big Beautiful Bill Act and sustain sections 71202, 71306, and 71401 of that Act.
-
It seeks to guarantee funding for the Rural Health Transformation Program by ensuring funds allotted to States remain available until spent and stopping the redistribution of unexpended or unobligated funds.
This is provided that the legislation does not increase the deficit between fiscal years 2026 through 2035.
