What this amendment would do

SA 5229, submitted by Ms. Baldwin, aims to add a deficit-neutral reserve fund for election security to the end of title III of S. Con. Res. 33.

The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to adjust budget allocations and the pay-as-you-go ledger for legislation related to election security.

This legislation may include prohibitions on agents or officers of U.S. Customs and Border Protection or U.S. Immigration and Customs Enforcement who are in uniform or on duty from:

  • Entering any location within 1/4 mile of an active polling place during any voting period.
  • Setting up a checkpoint along any route to an active polling place.
  • Interfering with the ability of any eligible voter to access their assigned polling place.

These adjustments are permitted provided the legislation does not increase the deficit from fiscal year 2026 through 2035.
