What this amendment would do
SA 5224, submitted by Mr. HEINRICH, aims to add a section to title III of S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to create a deficit-neutral reserve fund focused on United States competitiveness in artificial intelligence against China.
Specifically, it allows the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific legislative actions.
These changes apply to legislation regarding the use of solar and wind energy to power artificial intelligence, as long as the legislation does not increase the deficit from fiscal years 2026 through 2035.
