What this amendment would do
SA 5223, submitted by Mr. HEINRICH, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund specifically for legislation that prohibits tax cuts for oil and gas companies that generate more than $10,000,000,000 in revenues.
This change would allow the Chairman of the Senate Committee on the Budget to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for related bills, motions, or reports.
This is allowed as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
