What this amendment would do
SA 5221, submitted by Mr. Heinrich, is an amendment to S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budget levels for fiscal years 2027 through 2035.
The amendment aims to add a section to title III regarding a deficit-neutral reserve fund. This fund relates to requiring that proceeds from United States sales of Venezuelan oil be deposited into banks domiciled in the United States.
Specifically, the amendment allows the Chairman of the Senate Committee on the Budget to:
- Revise allocations of committees, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for legislation, amendments, or reports concerning the deposit of Venezuelan oil sale proceeds into U.S. banks.
This is provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
