What this amendment would do
SA 5220, submitted by Mr. HEINRICH, is an amendment to S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to add a deficit-neutral reserve fund specifically for legislation aimed at lowering the price of gasoline for families in the United States.
It aims to change the bill by allowing the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees, aggregates, and other appropriate levels.
- Make adjustments to the pay-as-you-go ledger for various legislative actions, such as bills, joint resolutions, amendments, motions, or conference reports.
This is allowed as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
