What this amendment would do

SA 5219, submitted by Mr. Heinrich, aims to add a section to title III of S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to create a deficit-neutral reserve fund to compensate families in the United States for increased fuel costs resulting from the Iran war.

To achieve this, the amendment allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other appropriate levels.
  • Make adjustments to the pay-as-you-go ledger for specific legislative actions, such as bills, joint resolutions, amendments, motions, or conference reports.

These actions are permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
