The amendment aims to add a section to title III regarding a deficit-neutral reserve fund. Its purpose is to address legislation that would prohibit the use of taxpayer dollars to fund mining and critical minerals projects that provide financial benefit to:

  • Members of the Trump Administration
  • The Trump family

The amendment allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation related to this prohibition, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
