What this amendment would do

SA 5216, submitted by Mr. HEINRICH, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to help reduce the costs of generating, transmitting, and distributing electricity.

To achieve this, the amendment allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise budget allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislative actions, such as bills, joint resolutions, amendments, motions, or conference reports.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
