What this amendment would do

SA 5215, submitted by Mr. HEINRICH, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a section for a deficit-neutral reserve fund aimed at protecting American households from rate increases and rising utility costs.

It aims to change the bill by allowing the Chairman of the Committee on the Budget of the Senate to:

  • Revise aggregates, allocations of committees, and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for various reports, motions, amendments, joint resolutions, or bills related to protecting households from rising utility costs and rate increases.

This is provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
