What this amendment would do

SA 5214, submitted by Ms. Alsobrooks, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund relating to civil servants.

It allows the Chairman of the Committee on the Budget of the Senate to make adjustments to:

  • Budgetary levels, aggregates, and committee allocations.
  • The pay-as-you-go ledger.

These changes would apply to legislative actions relating to civil servants. This may include protecting civil servants from workforce reductions that could threaten:

  • Public safety.
  • Public health.
  • The economy.
  • National security of the United States.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
