What this amendment would do
SA 5213, submitted by Ms. Alsobrooks, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to prevent cuts to National Institutes of Health biomedical research. These cuts are described as things that would:
- Raise health care costs
- Delay treatment breakthroughs
- Undermine efforts to cure chronic disease
The amendment allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation related to these goals, as long as that legislation does not increase the deficit between fiscal years 2026 through 2035.
