What this amendment would do

SA 5211, submitted by Ms. Alsobrooks, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to prevent reorganizations at the Department of Health and Human Services that would:

  • Raise costs.
  • Weaken the Federal response to public health emergencies, health disparities, and substance use.

This amendment allows the Chairman of the Committee on the Budget of the Senate to adjust budgetary levels, aggregates, and the pay-as-you-go ledger for legislation related to these goals, as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
