What this amendment would do
SA 5210, submitted by Mr. HEINRICH, is an amendment to S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to add a deficit-neutral reserve fund to title III. This fund is specifically for legislation aimed at ensuring energy bills are affordable for all American families.
The amendment allows the Chairman of the Committee on the Budget of the Senate to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for relevant bills, joint resolutions, amendments, motions, or conference reports.
This is permitted as long as the legislation would not increase the deficit between fiscal years 2026 and 2035.
