What this amendment would do

SA 5208, submitted by Mr. HEINRICH, aims to add a new section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund. This fund is specifically for legislation focused on:

  • Promoting United States competitiveness.
  • Ensuring China does not dominate in future energy technologies and manufacturing.

This change would allow the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for related bills or reports, as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
