What this amendment would do

SA 5207, submitted by Ms. Cantwell, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund focused on two main goals:

  • Maintaining affordable consumer access to wireless connectivity.
  • Protecting against spectrum consolidation.

The amendment seeks to prevent costs from rising for small businesses and families in the United States by preserving the Citizens Broadband Radio Service frequency bands and the 6 GHz for shared and unlicensed use.

To achieve this, the Chairman of the Committee on the Budget of the Senate is authorized to adjust budgetary levels, aggregates, and the pay-as-you-go ledger for relevant legislation, provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
