What this amendment would do
SA 5205, submitted by Ms. CANTWELL, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund specifically for legislation that protects consumers from manipulation in the wholesale transportation fuel market.
It allows the Chairman of the Committee on the Budget of the Senate to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger.
This is permitted for bills, joint resolutions, amendments, motions, or conference reports regarding transportation fuel price manipulation, as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
