What this amendment would do
SA 5203, submitted by Ms. Cantwell, aims to add a section to the end of title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund for consumer harm remedies. This would allow the Chairman of the Senate Committee on the Budget to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for legislation, amendments, or reports related to consumer harm remedies.
- Include authorizations for equitable remedies or consumer restitution.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
