What this amendment would do
SA 5202, submitted by Ms. Cantwell, aims to add a section to title III of S. Con. Res. 33 regarding a deficit-neutral reserve fund relating to lowering grocery prices.
The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific legislative actions.
This applies to bills, joint resolutions, amendments, motions, or conference reports that focus on lowering grocery prices. The goal is to prohibit the grocery retail industry from using anticompetitive, deceptive, or unfair practices that reduce food access or increase prices, which may include surveillance pricing or restrictive covenants.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
