What this amendment would do
SA 5201, submitted by Ms. Klobuchar, aims to add a section to title III of S. Con. Res. 33. This section creates a deficit-neutral reserve fund focused on sustaining health care providers in rural areas of the United States.
The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation related to:
- Ensuring access to critical medical services
- Expanding workforce recruitment and retention
- Strengthening rural hospitals
- Improving telehealth infrastructure
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
