What this amendment would do
SA 5200, submitted by Ms. Klobuchar, aims to add a section to title III of S. Con. Res. 33. This resolution sets the budget for the United States Government for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to create a deficit-neutral reserve fund to support the funding of the following:
- National Institutes of Health
- Advanced Research Projects Agency for Health
The amendment allows the Chairman of the Senate Committee on the Budget to adjust committee allocations, aggregates, other levels in the resolution, and the pay-as-you-go ledger for legislation related to this funding. This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
