What this amendment would do

Mr. Durbin, alongside Mr. Padilla and Mr. King, put forward this amendment to the congressional budget resolution for fiscal year 2025. As folks who care about holding our government accountable to the people, we need to look at what this actually does with the budget.

What the amendment aims to change or add

  • It adds a new deficit-neutral reserve fund relating to Dreamers at the end of title III.

  • It allows the Chairman of the Committee on the Budget of the Senate to change committee allocations, aggregates, other appropriate levels, and the pay-as-you-go ledger.

  • These changes are for legislation related to protecting long-time undocumented immigrants who were brought to the United States as children.

  • This protection may include a path to lawful permanent residence for folks eligible for deferred action under the Department of Homeland Security's final rule on Deferred Action for Childhood Arrivals, or employment authorization, or protection from detention and removal.

  • The only catch is that the legislation cannot increase the deficit over the total period of fiscal years 2025 through 2034.
