What this amendment would do
SA 5199, submitted by Ms. Klobuchar, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund for lowering prescription drug prices. It allows the Chairman of the Senate Committee on the Budget to adjust budgetary levels, allocations, and the pay-as-you-go ledger for legislation related to:
- Negotiating prescription drug prices under the Medicare program.
- Public outreach regarding efforts to lower prescription drug prices.
This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
