What this amendment would do
SA 5194, submitted by Mr. Merkley, aims to add a Deficit-Neutral Reserve Fund to the end of title III of S. Con. Res. 33.
The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation focused on reducing health care costs.
This includes legislation that may:
- Enable Americans to purchase prescription drugs at or near prices that manufacturers charge in other similarly developed nations.
- Require pharmaceutical manufacturers to report the amount of taxpayer dollars used for their research and development efforts annually.
- Enact other ways to purchase prescription drugs at lower prices.
The amendment specifies that this is provided the legislation does not increase the deficit between fiscal years 2026 and 2035.
