What this amendment would do
SA 5193, submitted by Mr. Merkley, aims to add a section to the budget resolution for fiscal year 2026.
The purpose of this amendment is to create a deficit-neutral reserve fund to protect the integrity of prediction markets.
It would allow the Chairman of the Senate Committee on the Budget to adjust budget allocations and the pay-as-you-go ledger for legislation that may do the following:
- Prohibit event contracts that have no commercial hedging value.
- Prohibit event contracts that reference war, military action, or elections in the United States or abroad.
This is provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
