What this amendment would do
SA 5192, submitted by Ms. Warren, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund regarding the prohibition of exporting advanced semiconductors to entities of the People's Republic of China.
It seeks to allow the Chairman of the Committee on the Budget of the Senate to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for various legislative actions relating to export controls.
These controls may include prohibiting licenses for the export, reexport, or in-country transfer of advanced semiconductors (as described in the Bureau of Industry and Security final rule titled "Revision to License Review Policy for Advanced Computing Commodities") to entities located in, headquartered in, or owned by a parent company headquartered in the People's Republic of China.
This is provided that the legislation does not increase the deficit between fiscal years 2026 through 2035.
