What this amendment would do
SA 5191, submitted by Ms. Warren, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to handle the transfer of $70,000,000,000 from the budget of the U.S. Immigration and Customs Enforcement Office to the Secretary of Housing and Urban Development.
The goal of this transfer of funds is to construct new affordable housing, provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
