What this amendment would do
SA 5158, submitted by Mr. Sanders and Mr. Welch, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund for legislation that relates to banning pharmaceutical advertising on television.
It allows the Chairman of the Senate Committee on the Budget to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger.
This is permitted for bills, joint resolutions, amendments, motions, or conference reports regarding the ban on television pharmaceutical ads, as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
