What this amendment would do

SA 5157, submitted by Mr. Sanders, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund that allows the Chairman of the Senate Committee on the Budget to adjust budgetary levels and the pay-as-you-go ledger for legislation that does the following:

  • Rescinds funding for immigration enforcement found in sections 90003 and 100052 of Public Law 119-21 (the "One Big Beautiful Bill Act") and any other additional immigration enforcement funding.
  • May include legislation that eliminates reductions to Medicaid funding to prevent millions of Americans from losing health care coverage.

This is provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
