What this amendment would do

SA 5137, submitted by Mr. Whitehouse, aims to add a new section to title IV of S. Con. Res. 33.

The purpose of this amendment is to create a point of order in the Senate. This point of order would prevent the Senate from considering certain bills, joint resolutions, amendments, or conference reports while the President is arbitrarily delaying the reviews and approvals of battery storage, solar, and wind projects that are low-cost, which raises costs for families in the United States.

To bypass this restriction, the following requirements are set:

  • A vote of three-fifths of the Members is required to waive or suspend the point of order.
  • A vote of three-fifths of the Members is required to sustain an appeal of the Chair's ruling on this point of order.
