What this amendment would do

SA 5124, submitted by Mr. Gallego, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund focused on strengthening Federal enforcement against:

  • Fraud
  • Scams
  • Financial exploitation targeting consumers

This allows the Chairman of the Committee on the Budget of the Senate to adjust budgetary levels and the pay-as-you-go ledger for legislation related to these enforcement measures, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
