What this amendment would do
SA 5123, submitted by Mr. GALLEGO, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund focused on protecting consumers from paying the costs associated with the rapid expansion of data centers.
To achieve this, the Chairman of the Committee on the Budget of the Senate is allowed to:
- Revise budget allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific legislative measures, such as bills, joint resolutions, or amendments.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
