What this amendment would do
SA 5122, submitted by Mr. Warnock, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund specifically for reducing the out-of-pocket costs of prescription drugs.
It would allow the Chairman of the Senate Committee on the Budget to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific legislative actions, such as bills, joint resolutions, amendments, motions, or conference reports.
This is permitted as long as the legislation used for these purposes does not increase the deficit between fiscal years 2026 and 2035.
