What this amendment would do

SA 5121, submitted by Mr. Warnock, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund for the purpose of removing red tape requirements for Medicaid.

This would allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislative actions, such as bills, joint resolutions, amendments, motions, or conference reports.

This is provided that the legislation does not increase the deficit between fiscal years 2026 through 2035.
