What this amendment would do

SA 5119, submitted by Mr. Warnock, aims to add a section to title IV of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a point of order in the Senate. This means it would prevent the consideration of any:

  • Bill
  • Joint resolution
  • Motion
  • Amendment
  • Amendment between the Houses
  • Conference report

That would allow funds to be used for the expansion, renovation, construction, or acquisition of any U.S. Immigration and Customs Enforcement detention facility located in Oakwood or Social Circle, Georgia.

The amendment also states that this point of order can only be suspended or waived, or an appeal of the Chair's ruling sustained, with an affirmative vote of three-fifths of the Senate Members who are duly chosen and sworn.
