What this amendment would do

SA 5118, submitted by Mr. Warnock, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund. This fund allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation that delays shifting costs to States under the supplemental nutrition assistance program for 4 years.

  • This change is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
