What this amendment would do
SA 5116, submitted by Mr. Warnock, aims to change the budget resolution for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035. It replaces a specific section of the original text with new instructions regarding reconciliation and reserve funds.
The amendment adds the following:
-
House Reconciliation: The Committee on Financial Services must report changes in laws by May 15, 2026, that increase the deficit by no more than $140,000,000,000 for fiscal years 2026 through 2035.
-
Senate Reconciliation: The Committee on Banking, Housing, and Urban Affairs must report changes in laws by May 15, 2026, that increase the deficit by no more than $140,000,000,000 for fiscal years 2026 through 2035.
-
Reserve Funds: It establishes a deficit-neutral reserve fund for increasing homeownership. This allows the Chairman of the Committee on the Budget of the Senate to adjust allocations and ledgers for legislation that increases homeownership, such as providing downpayment assistance to first-time homebuyers, as long as the legislation does not increase the deficit from fiscal years 2026 through 2035.
