What this amendment would do
SA 5115, submitted by Mr. Warnock, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to help lower gasoline costs for people in the United States.
It allows the Chairman of the Senate Committee on the Budget to:
- Revise allocations of committees, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific legislative actions.
This funding may be used for things like gasoline and diesel rebates to offset higher costs paid by people in the United States.
The amendment requires that any legislation using this fund would not increase the deficit from fiscal year 2026 through 2035.
