What this amendment would do

SA 5114, submitted by Mr. Warnock, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund specifically for funding rural hospitals.

It allows the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for various legislative actions, such as bills or amendments, that relate to funding for rural hospitals.

This is allowed as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
