What this amendment would do

SA 5113, submitted by Mr. Warnock, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund for the purpose of reinstating enhanced premium assistance tax credits.

This would allow the Chairman of the Senate Committee on the Budget to:

  • Revise allocations of committees, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislative items, such as bills, joint resolutions, amendments, motions, or conference reports.

These actions are permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
