What this amendment would do
SA 5112, submitted by Mr. Warnock, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to help reduce broad-based tariffs that increase prices for consumers. This could include the repeal of section 122 of the Trade Act of 1974.
To achieve this, the amendment allows the Chairman of the Senate Committee on the Budget to:
- Revise allocations for committees or aggregates.
- Adjust other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger.
These changes apply to bills, joint resolutions, amendments, motions, or conference reports focused on reducing these tariffs, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
