What this amendment would do
SA 5111, submitted by Mr. Warnock, aims to change the budget resolution S. Con. Res. 33. It replaces a portion of the original text starting on page 45 to add new sections regarding reconciliation and reserve funds.
-
Reconciliation: The amendment requires the House Committee on Financial Services and the Senate Committee on Banking, Housing, and Urban Affairs to report law changes within their jurisdiction by May 15, 2026. These changes can increase the deficit by no more than $140,000,000,000 from fiscal years 2026 through 2035.
-
Reserve Funds: It creates a deficit-neutral reserve fund for increasing housing supply. This allows the Senate Budget Committee Chairman to adjust budget allocations for legislation focused on increasing homeownership. This includes laws that support preserving and constructing rental, multi-family, and single-family housing to lower housing costs and reduce homelessness, as long as the deficit does not increase from fiscal years 2026 through 2035.
