What this amendment would do

SA 5110, submitted by Ms. Blunt Rochester, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund focused on how artificial intelligence impacts the workforce.

Specifically, it allows the Chairman of the Senate Committee on the Budget to adjust budgetary levels and the pay-as-you-go ledger for legislation that focuses on:

  • Preventing the mass displacement of workers by artificial intelligence.
  • Requiring corporate transparency regarding the adoption of artificial intelligence and its impacts on the workforce.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
