What this amendment would do
SA 5105, submitted by Mr. Welch, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to add a Deficit-Neutral Reserve Fund focused on lowering the cost of energy. It aims to allow the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger.
These changes apply to legislation, such as bills or amendments, that relate to lowering energy costs. This may include prohibiting policies that require uneconomical fossil fuel power plants to stay operational at the expense of the ratepayer. This is allowed as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
