What this amendment would do
SA 5104, submitted by Mr. WELCH, aims to add a section to S. Con. Res. 33 regarding a deficit-neutral reserve fund focused on lowering the cost of energy.
The amendment would allow the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific bills, joint resolutions, amendments, motions, or conference reports.
These actions must relate to lowering the cost of energy, which can include prohibiting tariffs that increase the cost of electric grid infrastructure. This is allowed as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
