What this amendment would do
SA 5103, submitted by Mr. Welch, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to add a Deficit-Neutral Reserve Fund relating to lowering the cost of energy.
It aims to change the bill by allowing the Chairman of the Committee on the Budget of the Senate to:
- Revise allocations of committees, aggregates, and other appropriate levels.
- Make adjustments to the pay-as-you-go ledger for items such as bills, joint resolutions, amendments, motions, or conference reports relating to lowering the cost of energy.
- Include actions such as raising taxes on clean energy resources.
These adjustments are permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
