What this amendment would do
SA 5102, submitted by Mr. Welch, aims to add a section to title III of the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to create a deficit-neutral reserve fund focused on lowering the cost of energy. It allows the Chairman of the Committee on the Budget of the Senate to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific legislative actions relating to lowering energy costs.
These actions may include requiring large load customers, such as data centers, to pay for the energy they consume and the electric grid infrastructure they require.
The amendment specifies that these adjustments are permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
