What this amendment would do
SA 5101, submitted by Mr. Welch, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund focused on lowering the cost of energy.
This change allows the Chairman of the Committee on the Budget of the Senate to adjust budgetary levels and the pay-as-you-go ledger for legislation related to lowering energy costs. This may include:
- Prohibiting the proliferation of liquefied natural gas exports.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
